The main goal and target of the Authority is to deliver 100,000 housing units in the four year period from June, 2009 to June, 2013 being the confirmed Tenure of the present Management in the first instance.

These housing units will be achieved through the following delivery models:
- Direct Development - This will be done by utilizing internally generated resources and institutional financing of projects to be executed by the Authority. A total of 12,000 housing units are targeted through this delivery model.
- Public – Private Partnership - Key objective of this model is to foster partnerships which are profitable and cost effective, leveraging on the strength of the private sector partners in project financing, financial prudence and effective management. About 14,000 housing units are targeted for delivery through Public Private Partnership.
- Public – Public Partnership - This is the partnership with other tiers of Government, MDAs, Military and Para-military organizations to facilitate housing delivery that meet the needs of their staff. A total of 4,000 housing units are targeted for delivery through Public-Public Partnership.
- Cooperative Housing - The Authority will partner with housing cooperatives to facilitate housing delivery for the needs of their members. About 8,000 housing units are targeted for delivery through this model.
- Site & Services will be made available within estates to be developed for Site and Services. Additionally, Site and Services will be provided on parcels of land to be acquired to create serviced plots that will be sold to citizens who desire to build their own houses. 7,000 Serviced Plots will be provided under Site and Services.
- New Towns Development -Federal Housing Authority will promote the development of new towns across the nation in key cities starting with Abuja, FCT. The new towns will reduce pressure on the existing cities by providing additional accommodation at affordable rates.
The Bwari Area Council has been identified for development of a new town in Abuja and land acquisition is in progress. A total of 25,000 housing units are targeted under the Abuja New Town.
- Rental Housing - Additional to the development of housing units for outright sale to the public, the Authority will provide rental housing for low income dwellers in the cities. 3,000 housing units will be provided for rental housing in the period under consideration.
- Estate Regeneration - Regeneration of old estates will be pursued in partnership with private investors. The following estates are being proposed for regeneration:- Maitama, Asokoro and Lugbe Estates in Abuja and Festac Town Estate in Lagos.
OTHER INVESTMENT OPPORTUNITIES
- FHA Corporate Headquarters Abuja
The Authority has land in the Central Business District of Abuja near the Central Mosque for development of a commercial complex that will also accommodate the corporate headquarters. The development will be through Public-Private Partnership arrangement with interested investors.
- Festac Town Phase II Development Lagos
There exists about 1,000 hectares of marshy land in Festac Town to be sandfilled and used for housing development.
LAND HOLDING AVAILABLE FOR HOUSING DELIVERY
FHA has acquired Lands across the nation which will be put to use for mass housing delivery through any of the identified delivery models. The acquisition process is on a continuous basis.
Meanwhile there exists land for development at the following locations:-
Abuja (FCT), Massaka (Nassarawa), Makurdi (Benue), Lokoja (Kogi), Kaduna (Kaduna), Katsina (Katsina), Taraba (Jalingo), Ado-Ekiti (Ekiti), Oshogbo (Osun), Oyo (Oyo), Lagos (Lagos) Yenagoa (Bayelsa), Calabar (Cross River), Umuahia (Abia), Port Harcourt (Rivers), Akwa (Anambra), Asaba (Delta), and Kebbi (Kebbi).
